It uses .bmp for the backgrounds, .png, .tga, and .gim image files for the icons at 64 x 48 x 8 bit (32 color bit). It’s kind of straight forward. Click, find picture, find icons, test, tweak icons until you like them, render and install.

Its the fifth link from the top it’s in a zip folder and about 600kb. only problem is that the instructions are in Japanese.
